Manual evidence submission error handling

When submitting a piece of manual evidence, errors are not viible to user, eg:

• Fill out the form as normal
• Set an "End date" in the future
• Click 'Create Evidence'
• A 400 is returned, but there is no feedback to the user

When submitting a piece of manual evidence with a future date, errors are not visible to user and the form submission is accepted resulting in a 400.

Observed Behaviour

• When you fill out the form to submit manual evidence and select an end date in the future
• You are able to submit the form
• You get a 400 response and the process fails

Expected Behaviour

• When you fill out the form to submit manual evidence and select an end date in the future
• You are unable to submit the form
• You get an inline error hint pointing to the future date being the cause of the error
