Add Lambda layer support for ap-southeast-5 (Malaysia)

Could you please add Lambda layer support for the ap-southeast-5 (Asia Pacific - Malaysia) region?

AWS launched this region in August 2024 and it now supports Lambda, S3, Aurora, SES and other services.

This region is important for:

• PDPA Malaysia compliance (data residency requirement)
• Malaysian government and enterprise customers
• Southeast Asia SaaS applications

The region details:

• API name: ap-southeast-5
• Location: Kuala Lumpur, Malaysia
• Availability Zones: 3
• Lambda: ✅ supported by AWS

I'm building a Laravel SaaS using Bref and currently have to deploy Lambda to Singapore (ap-southeast-1) while keeping Aurora and S3 in Malaysia. Full Malaysia deployment would be ideal for compliance.
