Xilinx/mlir-aie#3025 added a lot of build/compilation infrastructure in mlir-aie, inspired by the build/compilation flow here in amd/IRON. A reasonable follow on is to unify the compilation infrastructure by modifying amd/IRON to use the utilities in xilinx/mlir-aie where appropriate. This deduplication will aid in maintainability.
