Implement cryptography and circuits needed for metaprotocol & bridge

• We know we will need at least a Garuda prover
• Will find out from protocol team what other crypto primitives and circuits are needed, which will drive design of the prover stack (will we go to Plonk-ish, or just use Garuda?)
