Update placement of Alt Text generation buttons

What problem does this address?

Let's move the Alt Text generation button a bit closer contextually to where the Alt Text field exists in various locations.

What is your proposed solution?

On the Edit Media page, let's move it to be just under the Alternative Text text area and above the description text/link while also removing the standalone Alt Text metabox.

On the Attachment details view, let's move it to be just under the Alternative Text text area and above the description text/link while also removing the Alt Text section/button further below.

Hi @jeffpaul 👋 ! While looking into this, I noticed that Core does not expose a hook that lets us inject content within the core media templates near the "Alternative text" textarea (which is rendered via Backbone).

That leaves us with the workaround of using JavaScript to insert the "Generate" button. Since Core now has built-in AI support, it would be ideal if it also provided hooks to insert buttons and other controls near existing fields where we would want to integrate AI features.

Perhaps a https://core.trac.wordpress.org/ ticket to suggest the hook needed and then we can extend from there to render the alt text generation button where desired?
