[Bug]: CI is not running pyright, pytest, and ruff on PRs

As can be seen on #1444, pyright, pytest, and ruff are not being run even though the PR includes changes that warrant it.

Also, I am going to wager that #1437 caused this.

Yes, spotted this in my fork earlier today whenever investigating a separate issue, this seems to be resolved in 9d5200b and validated with #1443. I think your PR will need to update in order for the changed actions to be reflected.

Scratch that, in my rush to fix this issue I had missed a change that needed to be applied while rebasing locally. Now things seem to be actually stable.
