[3.0]: Sending Newsletter selects undesiered receipients

Basic Information

I think this may affect 2.0, but when testing a newsletter, I found it would send to people I didn't expect

Steps to reproduce

1. Go to newsletters
2. Uncheck all groups
3. Expand Advanced
4. Enter a single email address
5. Go to next
6. Fill out anything
7. Send
8. Observe Mail Queue is now full of all forum members.

Expected result

Only send to the 1 intended recipient

Actual result

Entire forum is sent to.
