Web shared: skeleton loaders render

Goal: Ensure loading skeletons render with accessible busy state.

Tasks:

• Render table, card, and text skeleton variants.
• Assert an accessible busy/loading indication is present.
• Assert no layout crash when count props are zero or large.

Acceptance:

• No snapshots without semantic assertions.
• bun run --cwd apps/web test passes.
