Not support player's non-English name.

Title , such as Chinese,Japanese name , need use #userid.
If type in non-english name , will show "Turned off fakelag for player 'xxx'".

I'm not quite sure how to fix this, but it should be fixable in the sourcepawn layer once the next update comes out. We can look into it separately.
