Patch after 10.0.22. The rest of the September hardening sweep that did not ship in 10.0.21 and needs a rebase or a redesign first (large or conflicting PRs), plus the design and tooling follow-up issues from the 10.0.20 and 10.0.21 reviews. Same rules as 10.0.21: no contract, wire-format or default changes; anything operator-visible gets an Upgrading row. An item moves up to 10.0.22 once it is rebased and green.
