Quiver not working

Describe the bug

When I toggle quiver it immediately turns off. I tried turning off every setting and it still didn't work

Steps to reproduce

1.Open the meteor menu
2.Toggle quever

Meteor Version

0.5.8

Minecraft Version

MC 1.21.1

Operating System

Windows

1. Bug reports are only valid on the latest dev build, 1.21.1 is not the latest (closing reason)
2. The Quiver module will tell you the exact reason as to why it toggles in chat, so read it

@Big-Iron-Cheems iirc this is actually a bug, I remember talking w wide about this a while back, reopen for now and I'll confirm when I get home

1.I tried it in 1.21.7 and it is the same
2.It says nothing in the chat and I tried changing every setting
