After splitter panel resize and collapse, the panel does not restore to its original size on expand

Description

The splitter panels should restore to their original size when they are expanded after collapse, but they do so only if the splitter has not been interacted with.

Steps to Reproduce

1. Open https://www.infragistics.com/products/ignite-ui-angular/angular/components/splitter
2. Resize the splitter
3. Collapse a panel
4. Expand it again

Actual Result

The panel expands to a minimum size.

Expected Result

The panel expands back to it's size prior to collapse.
