[Bug]: SABR Reload Loop Eventual Full Stop

Describe the bug

1. Open video
2. SABR timer counts down
3. Video plays for a while
4. SABR reloads then does the timer again.
5. A few seconds later it happens again each getting shorter times between reloads until it gets to a specific time code the player will not get past. You have to manually force the player past the bad point.
   When it is stuck on that timecode the loading circle spins with nothing happening until the next reload.

This one it got hard stuck at 3:05:53. Found another point at 8:39:22.

Another video after about 20 sabr reloads the video hard stopped at 9:30 then spins for a minute before reloading again forever. https://youtu.be/TkiYoUwzKvc

I tried leaving the video then coming back, got stuck at the same point.
I tried closing and reopening the application and coming back to the video, got stuck at the same point.
I tried rebooting the PC. got stuck at the same point.
Every time it gets stuck at that time code and will not proceed. It just sits on a spinning wheel then the sabr reload triggers and it stays stuck there. If I skip past that time code it seems to be OK again.

Expected Behavior

The sabr reload does not loop and the player does not get stuck.

Current default quality setting is 1080P. I have a couple screenshots as I don't have screen recording software on that PC.

Another video that has gotten to a full stop sabr reload loop. This one seems hard stuck and cannot be played. What's weird about this one is there are two sabr countdown timers then the sabr reload and it just repeats forever. Screenshot of the logs.

Looking at this i think its the same as #8932 but i cant see the full logs.

Please capture screeenshots from the top of the console as the first red errors that are appearing are the most important one. Could you recapture the logs.

I don't have socks5 enabled or any proxy for that matter.

Please capture screeenshots from the top of the console as the first red errors that are appearing are the most important one. Could you recapture the logs.

Next time it happens I'll get the whole log in screenshots.

I tried again with the red green video and screenshot the logs. Every time it reloads a new yellow log is generated.
