Persistent identifiers for materials

Add a persistent identifier of the record entry for materials. Something that can exist beyond TeSS (where we use database ID and a unique text ID for stable and accessible identification).

Suggestions at the focus group 2026-01-27 include:

• UUID (as used by DALIA)
