Regression when upgrading Azure core dependencies

As part of the migration we have to upgrade the version of ts-http-runtime the emitter is using. When I did the upgrade, this PR to Core caused this test to fail. In the migrated copy I skipped the test. This issue tracks fixing that test so we don't forget about it. Not immediately sure what the correct course of action is.

Had to skip some more with bumping ts-http-runtime to 0.3.5:

• should get ExtensionsResources (L410)
• should createOrUpdate ExtensionsResources (L448)
• should update ExtensionsResources (L509)
• should delete ExtensionsResources (L582)
• should list ExtensionsResources (L611)
